After accidentally killing another sailor, seaman Wang Hai-lung stows away on a ship bound for Japan. While Wang discovers the ship is involved in smuggling and witnesses the murder of a detective, Wang is discovered by the smugglers. He manages to save himself by jumping overboard. With the aid of a friend, Wang is reunited with his cousin Hsiao Lee. Wang goes to the aid of a young girl who is being molested by a gang of teddy boys. The girl Shu-tzu falls in love with Wang. The teddy boys report Wang's whereabouts to Golden Hair, the leader of the smuggler. While Wang and Shu-tzu are rowing on the lake, the thugs appear. To save Shu-tze, Wang triumphs in the ensuing fight but is so exhausted that Shu-tzu carries him home. She retells the whole story to her father, Chief Detective Kao. Wang calls on Hsiao Lee. But Hsiao and his friends have been murdered by smugglers. Wang storms the smuggler's stronghold and smashes the gang with the aid of the Japanese police.
