Possessing unique martial arts skills since childhood, Ma Yongzhen (Philip Ng) travels from his hometown to Shanghai to seek a livelihood. There he meets rising overlord Lung Qi (Andy On). Both youths possess a dream and quickly befriend each other. They become brothers after enduring through difficult times together.
Since then, the two brothers have worked hard together, defeating numerous enemies, and take down the largest triad gang called the Axe Gang in one swoop, which makes them famous throughout Shanghai. At the same time, Ma also gets help from retired kung fu master, the Master Tit (Sammo Hung), to fight their common enemy.
The Axe Gang is not willing to admit defeat and holds a grudge against Ma and Lung while also finding a way to destroy them. Lung is then killed in a surprise attack. Ma, who is forced to watch his brother die and unable to help him, decides to embark on a path of vengeance.
